May 19, 2012 - If you are buying a new hard drive, motherboard and processor combination you are typically safe to install an OEM version of Windows on it without any problems. You can learn more by googling Windows OEM licensing.

Apr 30, 2012 - If HP has Windows 7 drivers at their support website then you should be fine installing Windows 7. Technically you should buy a retail version of the software though if you didnt buy a motherboard, hard drive and processor combo.

Apr 10, 2012 - Technically it is registered to the motherboard, processor hard drive combo - you'd have to buy a new OEM license - this is the grey area that makes things difficult. I'd recommend reading the OEM license to clarify.

Apr 9, 2012 - I just got a new motherboard so technically i did build up a new pc I am still waiting for my Windows 7 Home Premium SP 1 64 Bit Oem to get here I live in New Zealan cheapest i could get it here was 155 dollars to me its a ripp off but its the cheapest compared to the rest. My Question is. Is the OEM licence attacked to the model of my motherboard or the manufactuor. i.e my motherboard is ASUS could i upgrade to another ASUS board and use the same Licence.

I think it is also because we are quite comfortable here economy wise (despite all the nay sayers). When my brother lived in the US for a bit at one job he earnt so little the cab to the job cost more than what he was paid. But as you say, it's pretty mental... a combination of Tarifs, regulations, taxes... etc... but as I suggested, we get by quite well.
